Hmm, genuinely hard to say, it being a rail-bridge means the greedy lazy incompetent railroad authority (by whatever name) has the full run of it once any investigation is done.
(and holy hell are they greedy and lazy)

The investigation alone may take a year.
(if only because the railroad keeps getting pissy at it taking more than a day, and the investigators keep "de-prioritizing" in retaliation)

So, my napkin-math guess says 2 to 4 years, depending on how much money the relevant railroad would "lose" due to the bridge being out.

It being (i think) the only line into\out-of galveston may actually expidite things, but given how a few similar things have gone over the years, I strongly doubt it.
