Warhammer 40K Theory: "Belisarius Cawl" is an imposter

As we know, Belisarius Cawl makes great use of technologies which, if not for his position of authority and value to the Imperium, would've gotten him killed as a heretek centuries ago, to maintain duplicate copies of his consciousness outside his body and is the creator of a 'superior' variety of Space Marine-derived superhuman. Furthermore, his goals have always been to make better superhumans, to defend humanity as a whole regardless of whatever atrocities and heresies this means he commits against individual humans and the Imperium goverment and to experiment and innovate in ways forbidden by Mechanicus. On account of his extensive cybernetic modifications and body-swapping, no identifying features of his original human form, voice or mannerisms remain.

Therefore, my theory is that he's a fake. "Cawl" is the false identity of a preexisting character who also successfully attained a form of immortality through copying his mind into new cybernetic or cloned or stolen biological bodies, also practiced Mad Science and who also had exactly the same goals, but, who on account of their reputation, would never have been allowed to team up with Guilliman and reach their current position of authority. By which I mean Primogenitor Fabius Bile.

Thoughts? Plausibility?
