What If? You are now a Planetary Governor of a Hive World

You have taken power over the Imperial World of Calixicanus, a world that borders on Tau space. The previous Governor met his end at the hands of the Inquisition after he attempted to secede from the Imperium in a attempt to join the Tau Empire. The Civil war that ravaged the planet has left your economy in shambles, and your people starving. Your people turn to you for guidance.

The planet has a single continent "which is roughly the size of Pangaea" located in the middle of a vast, acid sea. Roughly 60% of the continent consists of the hive "which occupies most of the north-west, and middle territory on the continent" while the south is occupied by Tau survivors, and the east is occupied by a vast horde of Greenskins. The hive is surrounded by a vast ash wasteland, devoid of any natural life. The air is also poisonous to those without a filtration system. Ash storms and acid rain is what you should expect if you exit the safety of the hive.

Your personnel palace is a luxurious place, fitted with servants who will attend to your every desire, and defenses that will allow a much smaller force to defeat a much larger one. Your predecessor outlasted the Imperium for many months in this fortress, killing many times his own number in Imperial Guard. He was only defeated when a Eversor assassin was unleashed in his courtyard, killing hundreds of his guards before managing to kill the man himself. With the confusion caused by this, the Imperium managed to retake the Palace, and in doing do, retake the world.

Most of the previous Government was wiped out in the Inquisitorial purge, your left with their replacements. Most of their replacements are hedonistic members of the Nobility, more interested in sex and drugs than actually running the planet. While others plot behind your back, waiting for a chance to strike and take Governship. Any attempt at replacing these men will however be met with fierce resistance, as every single one of them has their own private fortress, and army. At the time of your crowing, the combined Nobility can easily take you out of power if they want to.

The scars of the previous war have left their mark, your cities infrastructure lies in ruin. Your people are starving, with the whole chain of supplies being disrupted due to the war. Food is on its way from surrounding Agricultural worlds, but distributing it is another matter entirely. The top level "The Spires" inhabited by the Nobility is well fed from the fresh supplies delivered from off-world. But the lower levels aren't seeing any of the shipments, and are starving because of it. However the Nobility refuses too give up the food, believing another massive war is coming to the hive, and that they need the capability to feed themselves and their families "not to mention their vast amount of servants and soldiers" once the war hits. There's also been reports of the Nobles selling the food for ridiculous prices to the denizens of the lower floors. Often times literally costing a arm and a leg for a loaf of bread.

Your Manufactorum's lie in a state of disrepair, previously they produced Flak Armor, Las Guns, and Basilisks by the millions. But now they are now nothing more than ruins occupied by starving gangs and revolutionaries. It would take the lives of hundreds of thousands of Guardsmen to reclaim the Manufactorum's.

On the Eastern side of the Continent lies a vast Greenskin horde numbering in the millions. Every day they assault the hive, and every day they are repelled. But every day there is more of them, and less of us. The defenders are battered and bloodied, and are lacking in any sort of weapon heavier than a Plasma gun, they require support our they will fall. "Estimated force 50 million infantry and 80 thousand war-trucks"

Now on the South side of the Continent, a vast stronghold of Tau and human rebels has been established. Every day more and more Imperial Citizens run off to join the Xenos. Many die, but others make it, and are soon trained in the doctrines of the Greater good. The Tau force is growing rapidly, and if it isn't stopped soon, they may try to attack the hive. "Estimated force 15 million infantry, including 2 million full on Tau and 10 thousand hover tanks"

Rumors also exist of sadistic Chaos Cults growing in the belly of the under hive. Attractive to Mutants and the poor they promise pleasure, wealth, glory, and revenge on those who have oppressed them all of their lives. They lie deep entrenched in the under hive, getting rid of them will be no easy task. "Estimated force 20 million"

The Inquisition has tasked you to set things right, your task is to establish the planet back properly into the Imperium of man. You must solve your peoples economic crisis, you must eliminate all signs of Heresy in the lower levels, while ensuring the hive doesn't fall to outside forces. And in five years you will also be expected to provide your tithe to the Imperium "2 million men, and 12,750 Basilisk Artillery pieces" and five years after that you will be expected to provide the tithe once again. The Inquisition also recognizes the gargantuan task that you have before you, and so they have generously loaned you 5 million Cadian Guardsmen, 500 Leman Russ Tanks, 4000 Basilisk Artillery pieces, and a single Baneblade. You have also been given a entire team of Tech Priest Enginseers to be used in repairing your infrastructure. If you fail any of your assigned goals, you will be killed and replaced by someone more competent.

What do you do?

Note that the Inquisition is spying on you at all times, and that any attempt at betraying the Imperium will be met with you being tortured and then executed in the most painful manner possible.

Negotiate with the Green Skins if they want a good fight that I need the factories back intact. Then when they take the factories back I tell them to fight the nobles.

By the time they finish off the nobles I should have a prepped and maintained army to which I finish off the weakened Orkz.

To further add, I'll be pointing the finger directing the Orkz for good fights and then hide my build up while telling them I need to build up to give them gud fite.


And if the Inquisition questions my loyalty I'll remind them of Octarius Sector and how it bought valuable time for the Imperium to build up, it also weeds out the incompetent Nobles for if they are unable to survive with their fancy smanchy assets then they are undeserving of remaining any longer on this planet! (Actual excuse to get rid of cutthroats by cuttthroating them)

Nothing like trying to clear out Chernobyl with a teaspoon. Suppose the first order of business would be the Nobles. I'd try to impress upon them the importance of both the French Revolution and the Klingon proverb of only a fool fights in a burning house. As far as I'm concerned they can keep their pampered, spoiled and undeserving lofty positions which were granted to them more often by not simply on the basis of winning the sperm lottery. However hungry peasants become revolutionary peasants something that can be ill-afforded when we're at war on every front.

I'd use a portion of my IG to try and set up an impartial distribution network both for what I can pry from the Nobles and all further shipments going as far as to allow elected representative from the lower ranks to help oversee as a sort of "good will" gesture.

I'd also open up negotiations with the Tau settlement to hammer out a peaceful coexistence perhaps even a mutual assistance against the Orks who likely are harassing them as well. I'd go as far as not only to allow those who wish it to freely travel and live under Tau law to do so but would devote resources to help make the path safer further encouraging those dissatisfied malcontents to become a problem for the Tau and reducing my food obligations in the same stroke.

Thirdly and as I'm carrying out the previous two entries I'd focus on retaking the Manufactorum to quickly seize and bring the factories back on line as quickly as possible. Not only will I need it in five years time to meet my tithe but also for the far more immediate goal of strengthening the Eastern front against the Greenskins.

Once that's up and running and I'm confident I can start replacing and fortifying the Eastern line I'd turn my attention inward and root out the Chaos cultists. Something I'll gladly try to rope the Tau into helping me with since Chaos is also a threat to the "Greater Good" as it is to the Imperium.

You see while the Orkz are Xenos they are predictable, you can't predict if the Tau or Nobles won't backstab you but you as for sure would know Orkz don't have fun beating up weak people and if they can make someone stronger they'd pick that choice over taking slaves.

It's a clusterfuck, but hey, it's 40k, it's normal.

Nobles:
As is expected, play machiavellian games with the nobles, i have the authoritah to make their life short and miserable or to make their estates multiply in size, so they better play ball. Give some good deals for at least few more competent and powerful ones to act as my advisors, lieutenants and political backing for preferential treatment in supply deliveries, distribution of reclaimed areas, government appointments, conflicts with less favored houses etc. Sideline the rest of them, shuffle around positions, make sure the useless ones and the hostile ones end up running the department of pointless stamps or ministry of silly hats, fops who won't actually get shit done in government positions are encouraged to fuck off and focus on hookers and blow they love so much and get out of my hair.
Make a law that nobles have to contribute to defense of the hive like tradition implies, either in troops or by paying themselves out so i can get troops otherwise to do it with.
Also a fun fact, while they can sit in their fortresses and be hard to do anything about, those who insist on taking part in government against my wishes shall know that they have to leave and come to the appropriate government functions where can be easily arrested and i can find a reason to, so it's their choice...

The food issue can be alleviated quickly by doubling as an excuse for a power grab and showing the nobles that even if they can throw their weight around because their stockpiles are important, the governor's stockpiles and servants are even more important and start doing the same thing except with the power of my position behind it...
Including diverting some of the food straight from the spaceports to any remotely important institutions and businesses as part of their balance sheet for the duration of the state of emergency, so they can at least ensure their workers have at least some minimal food rations, especially the security and military kinds.

Manufactorums:
Can't storm them to prevent damage and to preserve guardsmen. But i can besiege them, cut off power, water and food, even non toxic air, and let the inevitable happen. At least half a million guardsmen to do that, though they shouldn't need much heavy equipment, no attacking, just blockading, let the defender's advantage be on their side.
As the situation there deteriorates, not just allow but run "criminal" smuggling routes out of the manufactorums, promising the rebels a route out of imperial territories with intent of getting to the Tau or to underhives, for a reasonable price... Though some more important ones may disappear for interrogation purposes on the way.

Same with the underhives. 2 million guardsmen with whatever police and conscripts i can scrounge up in support to keep the cultists down, proverbially and literally, while also acting as a peacekeeping force and making sure food gets to the right people only (as in not gangs, mutants or chaos cultists).

Remind the starving masses that PDF service is in fact a guarantee of actually getting food rations and i may need as many as tens of millions of them, so volunteer now. Divert a couple hundred thousand or so of guardsmen for training them.
Once the manufactorums get depopulated, have the enginseers restart production of arms and use them to equip the PDF. As soon as they are done with that, ask them to rig up production of atomics, even if primitive, to deal with the greenskins, especially if no one else shows up to help. It's not like the air isn't toxic already, some atomics can hardly make it worse.

As for the threat without, the rest of the IG of course has to deal with that. Focus on the Orks as the Tau aren't attacking yet... Most of remaining infantry and artillery on defense, but the tanks used as the core of highly mobile mechanized units and used to skirmish with the Orks while being big spoilsports, not giving them a proper fight, and divert their attention... Especially to the southeast, so that they are dragged in the direction of the Tau.

Contact the Imperial Navy and Inquisition to find out how the fuck are the Tau getting any supplies and why the xenos aren't being orbitally bombarded 24/7, it's not like the guardsmen down there are being so bored that they appreciate having extra target practice.

Send pleas for help to Adeptus Arbites and Ecclesiarchy for dealing with a major chaos uprising brewing up in the underhive full of mutants and heretics, it's their job too and i'm short handed.
Ask around nearby Astartes chapters for help with the 2 fucking xeno invasions on the planet, apparently they are invading a pretty important hive world meant to be making military supplies but they are kinda getting in the way.
Ask the sector govenrment for additional food to stockpile on account of potential Tau blockade, after all if the Navy can't have space superiority to blockade them, who knows when the Tau manage to gain it.
If i'm going to pay tithes to the Imperium i'm going to at least do my best to get the full value out of it.
Let local offworld mercenaries and passing Rogue Traders know that there is a good, fairly isolated opportunity to loot some Tau tech off the books here, and the government may be too busy to bother with little things like caring what they are taking away from the battlefields, wink wink.

This was actually my big clever genius idea as well. Besiege and seal off the Manufactorums and the Underhive and actually facilitate funneling all of those malcontents and especailly focus on the Chaos tainted cultists and the likes to flee the city and go to the Tau. From what little I know of the 40K setting, the Tau love Chaos and their interactions with Chaos tainted Humans is often even handed and always done with the interests of the greater good in mind...

Plus I was also going to appeal to Rogue Traders to aid with the Tau situations if any were in the area, plus they seem more responsive, if less predictable than the onerous Imperium bureaucracy. And I would've gone to the Arbites for extra support in dispensing the Maul of Justice etc etc.

1.Retake Factories/by siege and starving to not destroy them/,leave gangster there way to run.
2.Crush few most problematic nobles,rest made pay for Factory and tithe.
3.Gave food to loyal citizens,send some Ecclesoarchy zealots to check for Chaos.
4.Form PDF,made stuff,made titche.

Do not try take on orks or Tau/only defend as good as possible/ do not follow those who run to Tau.
