Homes are typically foreclosed on by banks that are owed $190,000 by the homeowner, according to a 2001 study by Sentinel Fair Housing. The same study found that homes foreclosed on by HOAs owe an average of just $2,557. The homes are then resold for practically pennies on the dollar, sometimes just enough to cover the fee owed to the HOA. The home of Wenonah Blevins, an 83-year-old Houston woman, was sold for just $5,000 – 1/30 of its market value – to cover the $4,000 she owed her HOA, most of which would be used to pay the HOA’s attorney.
 
There are good HOAs and bad HOAs. The good ones never make the news.
See, even the "nicer" HOAs are bad. Every HOA I ever personally saw was a disaster.

At best it was: nice old lady/man who are totally clueless and accidentally fucked over the whole neighborhood. I felt bad for how many death threats they got over it, even if I was a bit miffed at having to deal with their incompetence.

At worst actively malicious.
I have never personally experienced an actually good HOA, and I moved a lot.

It has come to the point where one of my requirement for property is the lack of HOA... except, it is really damn hard to get HOA-less property nowadays

You have a better chance by going for older housing. Usually, there is no HOA there. A second option is lead a rebellion seize control and dissolve the HOA.
 
That depends on what region you live in. I've never been anywhere that does have one; I'm used to North Wisconsin and the UP.
It also depends on the HOA terms. Ours pretty much says "here's what you have to do": keep your lawn mowed, don't leave trash in the yard, and don't throw a party without inviting everyone.
