Any single major western surface warship or nuclear submarine is capable of sinking anything Iran has that may be viable to send there.The treaty, hammered out at a conference in Washington, was signed by Argentina, Australia, Belgium, Britain, Chile, France, Japan, New Zealand, Norway, South Africa, the United States, and the Soviet Union.

Argentina and New Zealand may struggle with arranging a decent combatant to send there but still, they are closer than Iran and may scrounge up one or two, and NZ is close with Australia.
Norway has a logistical problem in getting ships there, but at least it's in NATO and EU so may outsource the gesture there.

...It's the idea that Iran has what it takes to run a successful military base in the Antarctic.
That is not a hospitable place, and while Iran isn't as hot a climate as the Arabian peninsula, it's still a place that isn't remotely close to the kind of climate and hazards that Antarctica will throw at you.
Plus, they're not exactly a wealthy nation and Antarctica is more than six thousand miles away from their shores.
They can go ahead and try to build a base there. It'd be a shit-show, cost them a lot of money for no functional benefit, and almost certainly get a bunch of their own people killed. They might be able to keep it 'operational' for a certain value of such, but it's much more likely that they'd either get everyone they station there killed over the antarctic Winter due to a failure to adequately supply them, or need to be rescued by someone else.
Plus, if any serious world power decides to do anything about it, there's jack-all Iran would be able to do to support it.

It's easy to arrange if you have millions of dollars to throw left and few more to throw right. It's the equivalent of few ballistic missiles that Houthis mostly chuck into the sea, and who do you think pays for those.
Some countries, including not exactly hi tech ones, had bases there since early 1900's, first one was 1898, i think they can cope with even commercial modern tech, if they got some aid and consulting from Russia for all their favors that would help them avoid making truly stupid mistakes in terms of environment.
The political mistakes to be made though, advisors from Russia won't save them there.
The problem is we don't know what they are planning to do with it. Antarctica is far away from every single nation Iran might have to seriously worry about. The only 'allies of our enemies' it's remotely close to are Australia and NZ, and what are the Iranians going to use an Antarctic base for relative to those two nations?
Unless there's something major I'm missing, it's all risk and no gain.
