Dude, there are literally regular classes to turn enlisted people into officers! Are you seriously arguing that unless all enlisted people become officers that there is no avenue for this to happen when there are literally regular classes to do just that? Are you just going to pretend OCS...

Pretty sure every service branch has something like OCS that is specifically geared toward enlisted folks becoming officers. I know the AF hold multiple classes per year for it, so it is a pretty regular thing.
