Also....... California is not water independent. Yeah cut off the Colorado and let the pain happen. You can also cut off the power to California.
To be fair this could be conservative cope. Yes California isn’t water independent but if it came down to it they could just occupy the areas around them that are. And they don’t need to take the entire state. Just use numerical advantage to take the critical areas they need and expel who they don’t trust and take what they want.

The California National Guard can't be everywhere, and I'd be willing to bet any Militia they called up would be laughable.

You’d be surprised. Also, assuming a realistic TL, you better bet that any surrounding conservative states that also rebelled would be happy to give them non-California regulated guns for a bit of revenge via proxy against the Liberal California cities.

They don’t need to be everywhere. Again they don’t have to occupy the whole state just certain strategic areas so they can be sure water is not cut off. And again big states outnumber smaller ones they can ethnically cleanse the people of conservative states that live in strategic areas. Guerilla warfare only works if there is a friendly population to support and hide amongst.

If there is no civilian population you can raise up a militia to guard the water plants or whatever in the area and they don’t have to be more disciplined than the average security guard.

Why are we assuming that all of the people outside of the cities suddenly flip to being leftists who love their state? In any civil war California will have one hell of an insurgency to deal with inside its own state. These things have to be dealt with before projecting power into other states. You seem to still be picturing a US civil war as being just the first one replayed, with nicely defined states, in the modern world. This won't be the case.

Hmm not at all a second civil war would be all about insurgents. But the thing about insurgents or terrorists in a civil war is that while you can prevent the other side from winning insurgents by themselves won’t let you win. You need to take control of the levers of power. Unless your vision of winning is falling apart into an Africa tier tribal nation.

These are 21st century filmmakers trying to impress their worldview into a general idea of what a civil war would mean in this day and age if that wasn't obvious.

Surprise! But to those who don't know Hollywood film writers lack the ability to understand the brutality of what that type of conflict would entail and even if they did, they will cling to their ideas of what it should be over what it actually would be, like a security blanket.

Conservatives when they imagine a Civil War imagine themselves as a paragon of virtues and symbols of badassery who would never do anything wrong, who will cut down and easily defeat any city raised force of arms because they are just better.

Meanwhile Liberals are also paragons who will easily invade the countryside and crush these ignorant and stupid redknecks with superior numbers before ushering in a golden era.

When someone writes these shows it's going to be from one standpoint or another by someone who wants to push some agenda of their respective beliefs and this always will drag these types of shows down.

It would be both a caution and a plea.

To be frank, if I were writing such a series as this, I'd make it in the vein of Red Dawn. Only more flag waving. Like literal flags waving like the opening cutscene of World in Conflict. Also improbable military industry still fully functioning so we can have massive tank battles. I'd throw in at least one bayonet charge as well. Preferably a night time one storming some enemy trench network like in the Great War or one of those South Korean... Korean War movies. Those are metal. Especially the shovel kills. I'd also probably base a love interest off of Katy Perry's Marine Recruit in her Part of Me music video.

Then as a random punch in the gut I'll just have the most hardcore character in the story finally get some time alone and look around and just begin sobbing uncontrollably. Then they get a call on the comms and then immediately wipe their face clean and go back to work. ROLL CREDITS to America Fuck Yeah.

I'd probably also throw in random Crusade and Civil War references. At least one Civic Nationalist Fundie will try to get their unit singing Battle Hymn of the Republic for some reason.

They don't see it that way, though. For them it's more akin to a revenge fantasy.

Have it focus on a family and how the events basically tear them apart? Both sides have good points and they have bad points.
