Things are relatively calm and uneventful, you get progress reports on your two oldest daughters' secondary education with no real surprises. Well, apart from the fact that as far as your covert minders can tell St Trinians is actually being honest for a change, which is an event worthy of note. Apparently you managed to terrify the Headmistress with the threat of paperwork.

Good.

One of the more intriguing early results of the Army review that you are reading concerns artillery. The reviewers point out that for artillery, placing the heavy guns in a fully rotating turret is an extravagant way to do things, as it requires an excessively large and heavy turret simply to allow a slow-firing indirect fire weapon to be pointed at targets without moving the chassis. In over eighty years of service, the researchers point out, there is not a single instance of any artillery vehicle using this capability, even in training. Indeed, for the heaviest guns the operational manuals explicitly forbid firing the artillery at a greater traverse than forty five degrees from dead ahead due to the minor detail that the recoil suppression systems fitted to the vehicles only protect against recoil from that arc.

So they quite reasonably ask why the turrets even exist in the first place. General Bradley is rather amused at just how much of the most staunch resistance to the review is left unable to answer that question outside of ‘shut up its tradition’. Reworking the Wespe, Rascal and Sholef to incorporate this yields significant increases in overall capability, especially in terms of ammunition loads for the self-propelled guns.

For example, the revised Wespe is armed with a Sniper 105mm gun-howitzer, a 3cm laser AMS system, and a 5cm pulse laser, along with four tons of ammunition, vrs the original versions Sniper 105mm, 12.7mm gauss anti-missile system, and only 3 tons of ammunition. The revised Rascal system has a 175mm Long Tom gun-howitzer, a pair of 3cm laser AMS systems, and a pair of 5cm pulse lasers, with a full 8 tons of ammunition allowing extended firing. The original version lacks the 5cm pulse lasers and has only 6 tons of ammunition.

Dr Kamato and Amaunet come in for a meeting with you, seeking approval for an export deal with the Rasalhaguians. A company on Nowy Warszawa has developed a very light tracked vehicle with the intention of marketing it to export customers among your allies. It avoids the use of strategic materials, which is a certain plus, but the final design does make use of a modern 5cm pulse laser and 3cm AMS system.

On the one hand this is high end technology, and there is a strong temptation to simply keep that to yourself. On the other hand, both the NRI and NRR have proven themselves to be reliable allies, fighting, bleeding, and dying alongside your forces in multiple battles. They’ve been steady trade partners as well, and certainly a very valuable market.

Amaunet recommends accepting the proposal, the technology will leak out regardless and increasing the capabilities of your allies will make them more capable of supporting you in the future. Ultimately, everybody wins in her opinion.

The Department of Periphery Studies interrupts the nice, peaceful summer with their latest shenanigans. Amaunet is back on the dais, lounging comfortably as her tail flicks from side to side. “Padrone, the review is continuing, but the good news is that we’re in pretty solid shape overall. We will want to let those contracts to expand our strategic material production, of course, but this should now be on a far more effective trajectory than before. Other than that, General Bradley?”

General Bradley takes the podium with a slight smile. “Your Majesty, we finally have sufficient infantry divisions to cover all of our current systems, which is a massive relief. We are continuing our review of overall performance, so until that is completed we are continuing our moratorium on new Mech production while we shake out how we want to move forward. However we would like to expand our armored forces, the sole Armored Division deployed to the Nouveau Picardie operation performed extremely well, and retrofitting conventional AFVs is cheaper and easier than doing the same with Battlemechs.”

She pauses. “To show the continuing importance of growing our strategic materials production capacity, we’ll continue to show the same old chart in order to track our progress.”

Tiberius is dressed as a park ranger for some god awful reason, complete with Smokey The Bear hat, oversized sunglasses, and a raptor on a leash who is looking very amused. “OK, I say this EVERY YEAR and you keep on ignoring me. Parks & Recreation Budget. Oh, and the Civil Service would like more money, but they always bug me for more money and I always tell them that I pinkie swear I’ll ask the Empress.”

You chuckle a bit. Grace is absent overseeing the hardworking R&D teams that are all fully occupied.

General Messerschmidt is likewise absent, overseeing continued interviews with captured pirates and freed slaves for any scrap of intelligence he can gather about the Rouges Noir.

Martina is looking serious, as always. “Your Majesty, it is just about that time again to begin our latest review of existing regulations, laws, and precedents in order to streamline them for continued efficient administration of the Empire.”

Scurvy Saul took another quaff of his Grog Lite as he waited for his Tack&Meats to heat up. It was time for another boss to take over. Like all the other times it began with a purge of the upper management. This time seemed to be more thorough, however. The ropes of a new regime managed to come worryingly close to his level. He kept his nose and mouth fairly clean so even if anyone came looking into the Underoffice of the Fifth Undersecretary of the Underquartermaster, they probably wouldn’t find anything to hang him over.

The door creaked open and Keelhaul Keith’s stump clackered as he came over to Saul. Why Keith insisted on a wooden stump for his lost leg, Saul will never know. Whenever they argued over it, Keith always said Saul had no appreciation for the “classics”. Saul liked to think Keith did things like that so the bosses would find him too amusing to kill.

“Hey Kieth, What’s the swab on the new bosses? I hear they are a bit populist. Mine and factory workers falling over themselves to ingratiate themselves.” Keith would know. His work with void wharfs means his news was pretty fresh, if not completely accurate.

Keith shook his head. “Nah, give it a year or two and those chumps will be back in their mines and factories. Bosses tend to go soft for a bit until they are forced into some hard choices and then the collars come back. These guys seem to be sporting quite a bit more loot than the previous boss, so at least we won’t have to worry about any lean years for a while.”

Understandable. Any boss that could sweep Starboard Sheryl’s fleet so easily must have some wealth built up. Sheryl always had her head in the stars over the landlubbers. New boss must have other holdings in the area, maybe even a shipyard or two. “So, what about the new boss? Hear she calls herself an empress. We going to have to build up our cupboards because she values a chandelier in her captain’s quarters over keeping the larders full?”

“Dunno, was a lieutenant that came out our way to take over. Boss must have a good enough head or rocking the boat with them to trust them with taking over the Port. Though I saw some of the new crew coming in and I think we might be in for another Blue Moon.”

Oh great, Blue Moon bosses were always a bit touched in the head. They either were relatively harmless or incredibly dangerous if you didn’t acknowledge their flying pink elephant in the room.

“Give it to me mast straight Keith. What are we in for? Am I going to have round up scapegoats like we did for Cannibal Casey? Abyss help us if they are like Jane Doe the Pysc-hoe. Always shot folks who thought he was a lass. Think that’s how he got his jollies.”

“Relax nothing like that. It is just they might like their animal companionship a little too much.”

“Oh, so like Captain Endobeard and his First Mate Peppersnips. Still a better First Mate than some of the schmucks I have seen. Created less hassle for the Quartermaster’s Office at least. What crews do on long voyages it not my concern as long as it doesn’t affect the larders or stores.”

“Worse, remember the Killy Willies that old Laser-Eyed Jack liked to visit back in the day? Apparently, the new bosses are friends of those weirdos too. Saw some of the new crew sporting animal ears, hooves, fur, and even moving tails. Think the new bosses paid the Killies to take things a bit farther than Peppersnips.”

“Okayyy. That is not too bad. I just hope they just don’t expect me to join in. Don’t do silk sheet stuff as a policy. Nothing good ever happens to lower rank folks like us when cloves get hitched.”

Our conversation was interrupted when the door creaked open again to reveal two new faces. One was normal save the cat ears on his hat. No wait, those were coming out of his head. Guess Keith’s news was more accurate than I thought.

The other was a great deal more alarming in the fact that not only did they barely fit through the door, walked on all fours, and was even more cat like than the other one. It was even more alarming when they met me in the eye and began to speak.

“Grrreetings, I am Sheba, the new Fifth Undersecretary for the duration of the transitional government of Port Milano. This is my secretary, Phil. I was told you two are the highest-ranking members of the previous government in this office to not be arrrrrested. I hope you would be up for a meeting to discuss the future administration?”

Alright, so maybe Keith’s sources were underselling how animal-crazed the new crew was. If they are willing to go full quadruped for their jollies, then who knows how far they go. He should probably lay some ground rules.

“Sure thing Boss. Just a few things to know before we get started. People are open-minded so long as it doesn’t affect the larders. Try to keep things from getting too distracting and it will be smooth sailing. If you need to tie some knots, there is the Seaborne Naval Office on the seventh floor that is from the pre-space days that no one goes to. And if you must eat the staff, go for the Mail Department, it has the lowest skill requirement for training.”

The new boss gave me a confused look I hoped didn’t mean she didn’t understand these simple rules to keep an office running. It was always a bad sign when new bosses didn’t understand simple bureaucratic framework and necessities.

“Therrrre might be a bit of a misunderstanding here.”

Anything marked with a * are generally ongoing options, but it's primarily used to mark things that we can't actually remove from the plan. In addition to actual ongoing actions, any slots filled by decisions earlier in the plan also get the * marker. Technically anything marked with a * isn't necessarily needed in the plan at all, given Sunhawk has a separate ongoing tracker in the quest sheet, but it makes things a lot easier for me to keep them in there.

Rolls are done on the last turn of a multi-turn action in general. As a result, I mark "rolls" one of two ways: if it's something like [80], then it finishes this turn if we roll below 80. If it's [->1], then that means after this turn we have one more turn on it left (so, after this turn ends, we'll roll for it). The timeframe is consistent whether it's ongoing or not, though I don't tend to track how long it has been going on if that what you're looking for.

Wait... are you actually thinking about warships for timeframe? Main reason I have no duration on those is because I'm not quite sure how to track that. The plan sheet is focused on what we're paying for (as opposed to what's directly available), and warships have a gap between "fully paid for" and "done" - any warships on the list are at least 2 years from service.

For actions, hadn't planned on another IGMP expansion this turn given one wasn't requested, but it's not a problem to include one.
