I literally saw public poor lifeguards jump in and save drowning children. more than once. and then revive them with CPR.Honestly probably not that big a problem in a public pool. The main job of a lifeguard for public pools is yelling at kids not to splash or yell so much. Given the distances involved, if somebody is actually in trouble it can usually be solved by reaching toward them with a long-handled pool broom or net, the lifeguard won't actually ever have to swim unless the pool's enormous.
You absolutely need good swimmers for this
