Between Ireland and the 2nd Boer War, the British Empire has no room to call pretty much anyone more evil than them. Save the Nazis and the Communists, and even then it’s not as big of a gap.
Cromewell wasn't very well liked this is true, but it was a civil war and Ireland picked the losing Royalist side such things can be thought of as being one of picking the wrong horse. A dick move yes but the Irish shot their shot and it backfired.
The Famine wasn't excusable, because last time such a famine happened on a similar scale the british closed food exports out of ireland until things settled down. This was mismanagment in horrific detail and the Irish watched their children starve to death as food was exported to england.
They watched as the rest of the world sent food aid as the british told them to pull themselves up by their boot straps. I consider it an act of genocide as do many Irish, such things when done to people who were mostly peaceful are blood feud level things. The Irish might grumble about Cromwell from time to time, but the famine is burned into the Irish mind.
For our Indian posters? the Irish famine was worse then anything the british did to you, I know that's hard to belive but Ireland in the pre famine had 8 million people and still hasn't gotten back to its prefamine population in the modern day.

Oddly enough, the potato famine is a classic example of liberalism falling flat on its face. I’m serious, the Whig government in charge at the time was playing political economy whilst people starved to death. The reason they were so hesitant to provide aid was because they were afraid of creating a “culture of dependency“ among the Irish and were confident the “market would sort itself out” in the long run.
To somewhat quote Lord Salisbury, who successfully handled famine in India when he blocked the bureaucrats and political economy out of the equation, “a man with a family starving to death doesn’t have two years for the economy to correct itself.”
It wasn’t intentional. But, in a manner reminiscent of communism, the liberals tried to shove a square peg into a round hole and oh so many died as a result.

Historically speaking you can look down at people, even think them inferior, and still not wish such horror on them.

The man the man assigned to direct the British Empire's policy in Ireland and provide aid to the suffering, Charles Trevelyan, did nothing. This was hardly a suprise to those paying attention; Trevelyan was known for his near-psychotic hatred of the Irish in general and the poor in particular. With him even writing to Lord Monteagle that the famine was an "effective mechanism for reducing surplus population."

Trevelyan was considered extreme by the standards of a time that didn’t think highly of the Irish, and it was a massive blunder to put him in any position of authority regarding the famine.
Lord Russel meanwhile? I can give a rather good promise that he and his cabinet didn’t set out to starve a million Irish to death. He was simply a chronic liberal, tried to “muh free market” a humanitarian disaster, and mishandled it from beginning to end.
And none of that would have mattered too much if the local aristocracy had thrown their weight in. But they didn’t, so the rest is history.
TL;DR, Britain fucked it up beyond recognition, but it wasn’t the puppy eating villain many Irish believe it to be.
