The argument against states letting non citizens vote should not be focused on state rights vs federal law.
It is only ever relevant in the case of mass replacement migraiton, that is, if the states are trying to genocide their populace.
Regardless of what the law of the state says, such a law is designed to disenfranchise the citizens of the state and of the united states.
