But he is also a loyal soldier and believes things that are completely contradictory to that. Somehow he puts this all together in his head and doesn't see that he and his colleagues are an active part of the corrupt system he often talks about.

So he will talk about how people are totally held accountable while saying they use interns as scape goats as an example...and he's so brainwashed by the system that he's part of, that the ridiculousness of this doesn't even click in his head.

The problem isn't nessarly his superior officers or at least the ones he deals with on a daily basis. Its more that our political class has started to drink their own koolaid and actually belive the shit they are saying.
