This literally exists before you can even make it a settlement, looks like shit yeah but it can be canonically be created by people who only know rudimentary farming. The player can just be actually good at building stuff once you look at the DLC content, their skill is arguably better than any normal person of the Common Wealth or even the West Coast.

The volume of water that can be purified by the FO3 Purifer is on a more significant scale than building a couple hundred mega purifiers in Fallout 4.
The Purifier from Fallout 3 operates on a significantly larger scale, to compare Fallout 4 goes on a 1:1 unit. An industrial water purifier provides 40 or basically the daily water consumption for 40 people.
That's 0.5 gallons per person or 20 gallons of drinking water, to make project purity redundant you would have to craft OVER a million industrial water purifiers which isn't even possible with mods the game would crash long before you reached that amount.
