This literally exists before you can even make it a settlement, looks like shit yeah but it can be canonically be created by people who only know rudimentary farming. ;) The player can just be actually good at building stuff once you look at the DLC content, their skill is arguably better than any normal person of the Common Wealth or even the West Coast.

The volume of water that can be purified by the FO3 Purifer is on a more significant scale than building a couple hundred mega purifiers in Fallout 4.

The Purifier from Fallout 3 operates on a significantly larger scale, to compare Fallout 4 goes on a 1:1 unit. An industrial water purifier provides 40 or basically the daily water consumption for 40 people.

That's 0.5 gallons per person or 20 gallons of drinking water, to make project purity redundant you would have to craft OVER a million industrial water purifiers which isn't even possible with mods the game would crash long before you reached that amount.
I mean I get what they were going for, but the landing was so botched I'm not sure the ankles survived.

THAT is the issue, why is the GECK, a cold-fusion powered device being squandered for something that TRASH AND SCRAP METAL can be used in it's stead. Even in FO3 there's purifiers in canon which provides Megaton with water.

To be fair, moving bigass containers around could be quite challenging. I guess brahmin and some sort of crane would be needed?
A lot of FO1-2 architecture utilized pre-war stuff, but a lot also used adobe/concrete/masonry sort of looking stuff.

Most of those 200 years were trying to survive the Super mutants and Wild Life and scrounging for water and food.

They didn't have the liberty of extra vaults jump starting their society with technology and resources or the Brotherhood of Steel to protect them from the start of their inception.

They (The East Coast) were also canonically more heavily effected by heavier radiated areas.

Why would that suggest better buildings would be more common place? The best buildings in the Post War literally come from people who use nuclear reactors that easily blow up said base.

The NCR in New Vegas still relies on using pre existing structures instead of building their own after five years of being in the Mojave and sending over a thousand people each year there.

Your average FO nuke is radiating anywhere from 20-250 rads a second AFTER immediate detonation,
