Yeah, pretty much.
Kinda' counterintuitive, but I guess there's an ironic (and highly absurdist) sense of humor that goes into recreating characters' voices with AI and making them sing songs or deliver lines that'd be totally out-of-character for them.
Like I said, it gets way wackier than that. Case in point, for those who haven't seen the "Austrian painter sings!" parodies yet:

the painter always seems to be kinda shit for music. like it is a funny meme but the LQ recordings they use to sample his voice has terrible pitch for singing.

Did they post how they did this online? I'm thinking about finding a way to use the Tiberian Sun EVA as samples over the Tiberium Wars' EVA's vocals (so the Tiberian Sun EVA has the same "natural" way of speaking as the Tiberium Wars EVA).
As a comparison, here's the Tiberian Sun EVA (which sounds a lot better, even if it's more "artificial"), and here's the Tiberium Wars EVA (which has great humanity to it but itself is a downgrade from the voice actress from Sun).
Plus, there's always the capability of recreating Sun's CABAL voice the same way.
Edit: Not to mention that a hired voice actress from somewhere like Fiverr could be used as the "guide" for EVA's voice.
