Yes,John Garner was vice.But it would be many election to come,so if USA get unlucky,usefull idiot Wallace could somehow be elected.And made happy soviet america ,with happy gulags.

But let us look at one thing - before WWII, well, well before WWII, there was a wee thing called the Panay Incident. In OTL FDR supressed footage of Japanese airplanes attacking an US warship to lessen public outrage.

The thing is, the United States was ill-prepared for war in 1939, especially in Asia -- had hostilities commenced, the only short term result would be U.S. forces being very quickly driven out of China. It's generally believed that the Panay Incident was intentional but *not* ordered by the Japanese government, which at that time felt that war with the U.S. wasn't in its own best interest either; this was an act of Japanese military hardliners who were trying to force a war.
