Preparing for war is what you do as a military that’s not currently at war. That’s our two jobs. Fight a war and prepare for a war. This doesn’t really mean much.

Two thoughts:
Anyone with any decent long rang hitting capability via air, sea or land based missiles is immediately gonna target Three Gorges Dam if it comes to war, as SailorX noted. That's almost a given. The Chinese better pray they have sufficient ADA and anti-ballistic missile defense. And even a near miss at the dam could prove fatal as from what I'm hearing, there's several structural cracks and other issues with the dam, seems they might not have built it as structurally sound as they claimed....much like a lot of other structures in China.
If China goes to war with Russia, Russia goes nuclear, QUICK. They don't have the manpower or sufficient logistics to hold off the Chinese across all of Siberia, and the Chinese know it, and they also know what the Russians are capable of when pushed into a corner.

His message seems to be saying for the troops to think about it though, and get psychologically ready for it. That doesn't necessarily mean war is imminent, but that's different than "stay alert and make sure to remain at peak performance" during a time of peace.

The problem with hitting the Three Gorges dam with the intent of causing it to burst is that doing so is basically the equivalent of hitting mutiple chinese cities with high yield nukes in terms of death count and damage inflicted and thus there's a high chance China might nuclear go in response. Of course if you don't have nukes(like say Tawain) holding that dam hostage could effectively be your nuclear deterrent on China

In any case, no real outlandish response necessary. The PRCs conventional military still has much 'paper tiger' appearance to it, and their potential adversaries all pose interesting and unique problems.
The world should, of course, compound those potential problems by selling nuclear weapons to Taiwan/RoC. To focus their minds and energy on preparing for war...and to erect another barrier against the bandits on the mainland from going crazy and starting shit.

No you don't, 10th mountain division is mountain division in name only, it's just a regular light infantry division with no specialization, the only specialist mountain units you have is couple of NG battalions.
And even with specialized mountain units, the warfare in mountains still sucks big time.
