I mean, obviously the FBI is not an enthusiastic enough secret police. Clearly the FBI and Capital police, and anything else needs to be set up as competing organizations so that the competition can drive excellence. I believe the USSR set up competing intelligence agencies, so clearly its somewhat effective in keeping your boots stomping enthusiastically.
We already have that with the CIA and NSA.

That's their legal role, sure, but it's an open secret that the CIA and NSA spy on us too, and by symmetry I'd be a bit surprised if the FBI never involved itself in foreign affairs, although maybe it does.
