Maybe NATO should make the Russian Boomer Subs have unfortunate accidents in the Atlantic, Pacific and Indian Oceans. If we actually can (Probably can for most, but I doubt all? How many do they put to sea at once?) then it would make a lot more sense to get boats in position on them and let them know we're there. Even that might be pushing the threat too much, but it's less risky than forcing a "Use it or lose it" strike.

I said handful because I serious doubt the bulk of Russia's ballistic missiles are still reliable. It's a just a nuclear powered, nuclear armed mega-torpedo/drone that can go deeper than most combat subs or their torps, which in fact is fairly simple compared to some of the higher end ICBM/MIRV combo's out there.
