Okay, first things first- the Eagle refit. It seems very shiny and useful, right? There are a few issues not plainly visible though.
-We don't have XLFE (my plan gets it this turn). This is a highly significant improvement for ASFs, meaning the "new" design will be inferior to one made next turn
-We don't have the orbital infrastructure to make them. They're each better than a normal eagle, sure. But they're not 3x better, which is what we'll be seeing in comparative production next turn. As a result, we're better off waiting a bit longer. Therefore,

For the second choice, no good choice, but the best we can do follow our advisors. We can't afford to lose 50 commons support or 10 economic rating/economy. Approval/Approval change is high enough we're mostly fine with minor issues there. To help deal with all the newly lost parliamentary support, I'm including both building relations actions in the plan.
