Not in the sense the term is used by European cultures. There was a Ministry of Religion that derived from a Ministry of Rites and Ceremonies, who's job it was to ensure that official religious practice did not differ overly much, however there is no head of faith (aside from the emperor being the theoretical head priest of one of the temples), and no universally acknowledged dogma or codex. In fact, the assemblage of practices is more akin to tribal religion, in that each region has variations on a theme. In that sense, the various ministries were not so much focused on creating a central standard as they were excluding foreign influence, such as Christianity.It sort of was during the WW2 era

Japanese Christians exist, Japanese Muslims not so much. If Japanese Muslims existed, they could buy property, but non-citizens cannot.As far as I know they do not allow Muslims to buy property.
