Oh I don't dispute that Israel has been doing war crimes and attrocities against civillians. Some of those can be labelled as accidents because urban warfare is ugly. But many are deliberate due to racism and supremacist thought. And there are those who do harbor genocidal desires those who call their enemy Amalek for instance.
I don't think genocide HAS happened though because even a brutal army that is indifferent or has individuals who go out of their way to harm innocent civilians isn't genocide because genocide requires a whole nation not a few individuals to go off the reservation.

The bill doesn't gut the first amendment any more than it was gutted since the many decade old law it modifies did.
