Sadly,true.Rogue Traders at the edges could be almost free,when even normal planets could be destroyed by Mechanicus,Inquisition or other nice people.

That was funny.
I'm not sure I agree with his opinion, but I can see his points.
I think the general Tech loss is, in many ways, the biggest issue. He talks about record losses, and how fucking useless the Administraum is, and I agree. However, pre-Heresy, the average tech level made such record keeping, and sorting, much, much easier.
There's still worlds with spreadsheets as standard, but as far as I can tell, they used to be all. And now they might hit 1%.
Including Forge worlds.
