I feel slightly sympathetic to Dengism and modern Communist Party of China out of a very simple reason: they pretend to be maoists, but pretty much buried the monster known as orthodox maoism. I think that people severely underestimate how decentralized the Party is, even under Xi. It's very probable that the central gov was simply not informed at first, and early attempts at cover-up were done by local police.

It's central administration that deals with national censorship and propaganda, and often they would censor also local fuck-ups, but as far as I know, and I know a few people who study in the PRC, local authority is responsible for such "details" of the lockdown as steel bars or lack of steel bars, or events like welding doors to apartments.
