Sufficiently motivated children will almost certainly be able to get into things they shouldn't at least a couple of times. Sufficiently determined parents can use discipline to dissuade them from continuing to get into such things. Some will fall through the cracks. Some children will refuse to learn. This does not mean that efforts should not be made, or that they will be ineffective in most cases.
This isn't rocket science. When dealing with a child or tween, if they aren't learning their lesson, escalate the level of punishment. Don't go crazy, but half-assing it isn't helping anyone.
The fact that a small handful of whiz kids actually can run circles around their parents doesn't change the fact that for almost everyone, it's something that can be accomplished.
