It would be fun to see the US gov go full Eminent Domain on Blackrock, and simply hand out buildings to homeless people for free... but I think a lot of those homeless people would just continue to wander around on the streets and go to sleep wherever they happened to be at the time. Getting them to actually go back to a specific place like that? Harder than you might think.

The two biggest issues are drug addition and mental illeness.

And honestly we as a society really don't handle the later well at all, and when you mix the two issues the results are not good, and because people try to self medicate their intermingled quite a bit.
