I would think the BOS spent plenty of time and money on infrastructure, just it would be for the expansion of their bunkers and military manufacturing. So no apartment buildings for the residents of DC but the nearest bunker gets a new barracks complex.
 
The NCR has plans in motion to make up the manpower gap. Big MT hasn't been doing nothing these past decades.

China might simply because it's nice to imagine the worst of the faction that turned a significant portion of your population into radioactive vapor. Europe is on the US's side, South America probably just wants to avoid getting involved, and Africa might be overrun with a sentient hivemind of termites for all we know.

The PRC remnant doesn't really care what the NCR says. Also remember - China isn't united.

Haven’t been to that Fallout Nuclear Metal AU thread in awhile, but I think that they think the Americans were the greedy aggressors who were exploiting natural resources too much and weren’t peaceful enough dealing with the Chinese or something

TBF they looked to have had an increased level of paranoia in regard to Communism

And Capitalism was how they ruined the US Economy
 
Well you have the US basically holding on the key technologies any nation would need to survive in the aftermath of the resource depletion. Perhaps sharing some of that would have averted China risking war to get any oil it can. That or not cutting off the the oil exports. Of course China could have gone for other options than total nuclear armageddon when they were losing the ground war and both sides burning reserves like maniacs.

Honestly the war and the nuclear exchange that followed was a consequence of rabid nationalism, the realities of critical resources running out, and darker parts of human nature. Neither side of the Great War was blameless for things going as far as they did.

Worth noting that the US only sorted those technologies far enough to implement them during the war. They killed oil exports because at the time they needed them every bit as desperately as the Chinese. The US of 2054 and 2077 were very different places.

Yes, the fusion tech of 2066 was arguably not fully capable of ameliorating the Chinese energy crisis even if it had been shared - just look at the short operational time (a couple of hours) of the T-45 compared to the literal 1000 years a T-51 was theoretically capable of running for non-stop. Of course at the present time E-USA runs entirely on fusion power.

Judging by the robobrain facility in fallout 4 the US learned what was going on in their heads rather well. ;)

Almost certainly never if the founding fathers of the E-USA have anything to say about it considering they've been fighting to keep the lid on all of Fallout's MAD SCIENCE knowing the result of letting it overwhelm them as happened to the USA / world in the run up to 2077.

Really, between the cybernetics inherited from the Institute and the improvements they've been making to stabilize FEV so it doesn't turn you into an abomination, Enclave personnel must be a bitch and a half to fight even before you factor in their heavy use of power armor.

Yeah, if the Enclave use cybernetic implants along with Power armor they'll pretty much become space marines.
