Locust swarms are possibly a specific biological strategy to counter predation. Since there wasn't a swarm there yesterday, there also wasn't a swarm-eating predator population yesterday since it would have starved. It takes time for predators to move in and build up to eat the prey but the swarm eats everything and disperses in a matter of days to weeks. The predators that eat locusts are indeed going to grow fat, but they can't eat very much of the swarm before it's had time to lay it's eggs and, more significantly to Africans, before they've had time to eat every green thing in their path.
