I have one of these ballots on my desk next to me. I can confirm that is you fold the ballot as it was folded and place the ballot in the envelope facing this one way and position the ballot in the envelope towards the upper side you would be able to see this circle. It's not a very good plan IMO, as it requires a few actions by the voter that they have not been instructed to do. For one thing, if I just put the ballot in upside down or facing the other way, this doesn't work. If the ballot is not placed just so you have to shift the ballot around inside the envelope to see the marked spot. Could this be better? Yes, most certainly. Is this a vile plot? I mean, it could be, just a not very efficient one. You'd think there would be instructions on preparing the ballot if this was the plan and the envelope smaller so there's not so much room to place it in different places.
