You keep forgetting the political aspect of base/command shifting; the only reason it was headed to Redstone to begin with was because Trump was trying to bolster his support in Georgia when it started looking bluer than he'd like.I'm sorry that Redstone is literally more important due to the fact it involves heavily the whole space thing....
And one needs to remember, keeping things spread out is for the better.
Making Colorado even MORE of a target is good and all, but not needed in one area
Also, Colorado is not susceptible to Status-6 hits or hurricanes, Georgia is. Colorado also has more space industry companies and such located close by, and is deeper in the ABM envelope than Georgia could ever be.
A back up or two, maybe at Redstone and somewhere like Nevada, would be reasonable, but the Space Command training pipeline is effectively part of the Air Force Academy as is.
