I feel like this just isn't going to work like he thinks it will.
9/11 was a very real and frightening thing when it happened, but a lot of the feelings and so forth were in the very immediate aftermath of the attacks. COVID *might* have had that feeling around March 2020 when the lockdowns started in earnest, but we are now, what, 16 months past that? The urgency just isn't there, especially with vaccines available for those who want them.
The most charitable explanation I can come up with for all this is a civilian version of mission creep...what was originally supposed to be about stopping our nations' health systems from imploding turned into an attempt to eradicate COVID. Except that's clearly not possible, so now they're stumped as to what to do given the fact that people have gotten tired of all the bullshit.
Biden doesn't actually have the legal authority to order a lockdown, and even if some states go with it, the general mood of the country is such that people have just resigned to going about life with COVID in the background. Biden explicitly campaigned on the whole "no more lockdowns" and if he tries it again, he's going to richly get hammered on it, especially when it's becoming increasingly clear that the public does not consider the costs of a lockdown as worth any benefits.

Polio and Vivid are two entirely different classes of virus. It's like comparing mammals and birds at that level. So they change very differently.
Pretty much. The cold mutates so fast everyone gave up on a vaccine ages ago. The flu vaccine is actually a collage of various viruses and it's meant to give us a broad span of protection. It's why I long have up on beating this virus. It has a good reserve in the population now.

I am so embarrassed and kind of hate myself for the fact that I voted for this guy not once, but twice.
Prediction: By the end of August, the CDC will reverse itself on the “vaccine” declare it dangerous and have it pulled. Biden and Democrats will blame Trump for vaccine and demand a return to total maskpocalyse and lockdown.
