Well one solution for that is get rid of child support and welfare for single mothers. Make them have the fincial responsibilities that go with full custody along with the benefits. Other option though more futuristic is to handle the problem from the supply side, create robot waifus for our incel population and artificial wombs to create children. This allows these men to have a woman and create families.
