Your understanding is wrong.
1. A portion of Gaza's border is controlled by Egypt.
2. By this definition the Vatican and other wholly surrounded countries are not sovereign, which is ridiculous.
3. This is the most important one, so pay attention: we are not discussing semantics here, but whether Israel has any responsibility to vaccinate in the Palestinian territories, even though they are self-governed and are not Israeli citizens. The answer is, legally and morally, a resounding NO. Moreover, Israeli citizens aren't even legally allowed in area A of the Palestinian authority, including the IDF by the way.
The question of control over their borders, in this context, is only relevant if Israel is blocking shipments of vaccines that the PA negotiated for and bough to reach the West Bank Palestinian territories. Is it doing that? NO.

Yes, Gaza is basically an enclave controlled by the Palestinian equivalent to ISIS, which is currently under a lawful (as per the UN via the
Palmer report) blockade by Israel. Do you seriously think Israel is going to allow uninspected shipments into it?
The PA can easily transfer vaccines to Gaza by either allowing Israel to inspect the shipments, or by bypassing Israel entirely and simply transferring them via Egypt. Of course, if they did that they wouldn't have been able to make it into a media circus, which is unacceptable for the Palestinian propaganda machine.

Even if your arguments here had any merit (they don't), the situation is clearly not anywhere near as bad as the SNL skit tried to portray it as. It's a clear-cut case of anti-semitism.
Edit: Just to hammer the point further, Israel vaccinates all its citizens with zero regard for ethnicity, it even vaccinates foreign workers, which include tens of thousands of non-Israeli Palestinians. Israel has exactly zero issues with racism in its vaccination policy.
