Also I wikipediad the guy he isn't a terrorist. He is part of Iran's judicial system, he is a lawyer and judge. He sentenced people to death in accordance with Iran's laws. The laws may be unjust, but it is the legitimate government of Iran and thus he can't be a terrorist. Calling him a terrorist is just because you consider the entirety of Iran's government terrorists. The way you use it makes the term terrorist cheapened. American's call the IRGC terrorists, Iranain's call the American Army terrorists, the deep state calls the people who were tresspassing on January 6th terrorist. The term has become meaningless.
Also Iran and France are currently not at war so yes it is appropriate for the president of France to congratulate the president of Iran for winning, just like it is appropriate for the president of France to congratulate the prime minister of Israel for winning.
