Italy & Germany have been the most resistant in cutting off Russia from Swift.

Surrounding a city in Ukraine with tanks is unlikely to have any impact on the popularity of a world leader in Iran--at least to the extent this phrasing suggests. Biden is speaking entirely accurately here.

I wanna find video of it, record it for prosperity. But the broadcast is not over he is still mumbling his rehearsed speech. Interesting that when I searched for it results showed me some sites that already have the entire SOTU address recorded and in those the writing correctly says Ukranian, so not only did Biden not memorize his speech he didn't even read it correctly from a prompter.
