The reason the disk was never published because a few days before EVERYTHING including deleted files and iphone backup was about to get published, Kim Dotcom came into the pictures and was very concerned about the people who were about to release it getting in trouble.
He offered 100.000 US on the spot plus a job in NZ if it was NEVER published and the data was given to Wikileaks which was done months ago.

From what i heard Isaac is working with General Flynn which was in charge during the BIOLABS thing. When Flynn was asked about the DoD certs he said yes it was most likley real and that "you can bet they use DoD infrastructure" as their private tool to talk about the real shit.
