So looks like natgas bans are likely to violate existing 1975 Federal law, the Energy Policy and Conservation Act (EPCA), 'which prevents local regulations from impacting the energy use of natural gas appliances.' per the article.
It sounds to me like the article says that the court rules that the city's sneaky de-facto regulatory ban is illegal. not that you can never ban natural gas.

The city used building codes to make it illegal to run gas pipes inside buildings. which meant that nat gas was perfectly legal... just de facto, you couldn't actually use it in reality. This is what the court struck down.

but yea, the want us commoners to be filthy peasants. cold, starving, and poor. own nothing
