Looks like the rally was planned for awhile. They name one of the organizers in the article. The march itself was relatively peaceful, there was a police presence but due to bad communication they thought it wasn't going to happen. More police didn't show up until the short protest was about to end.

And what do the creases in the flags mean to you? To me it sounds like they just got them out of storage or opened them from wherever they bought them. Having possibly bought or made them specifically for this rally, that makes sense. Also, it's a rally, so "over the top imagery" is kind of the point.
