That... seems rather similar to an Ex Post Facto law, albeit not one of a criminal nature. Such a law would dramatically affect freedom of movement, if every state did this moving would become virtually impossible due to having to potentially pay several states taxes at once.
I will note that California already does this, for their pensions. My sister's going crazy, being one of the many boomers soon to retire, looking for a state that won't tax her owed pension because Cali's taking it's cut even if she's out of state and if two states tax her at once, there's no pension left to live on.

Violent rioters are far easier to cover extend political cover to; incompetent 'medics' operating with the rioters and vandals and failing such basic medical knowledge is far harder to extend cover for.

Trump is mostly doing "nonviolence" except in a way that also prepares for those attacking to NOT have any remorse and to show himself as being restrained against those accusing him of shit, whilst allowing the Far Lefties to ruin their reputation amongst their own
