For context Ilhan Omar's clan and family legacy hails from the Marxist-Soviet backed Siad Barre dictatorship that ruled Somalia until 1991 and engaged in bloody Wars with its neighbors including Ethiopia due to the desire to unite all Somali people into one Dictatorship under his rule. What Ilhan Omar is calling for here is the reunification of Somalia. Some time ago, the northern part of Somalia known as Somaliland, had its shit together a fair bit more then the rest of the country and is de facto independent. Somaliland has been a democratically governed land that compromises of most of Northern Somalia. Despite not being a recognized country, it has informal recognition and economic ties, including with Taiwan ironically. During the Somali Piracy crisis, it also played host to private security contractors to combat piracy and unlike the rest of Somalia, the Islamist Al-Shabaab insurgency isn't nearly as big a concern there. So it's been relatively stable. Its been actively seeking more economic ties with the United States, Taiwan, Sweden, as well as its neighbors and even the Libertarian LARP micronation of Lederland. Recently Somaliland has been pursuing a port access deal with Ethiopia which would give Ethiopia more access to the sea that it needs and boost Somaliland's influence in the Horn of Africa greatly, enhancing its own security and standing in the region.
So naturally, true Somalis like Ilhan Omar and other Somali refugees who fled their shithole part country want to reabsorb Somaliland into their home country.
Ilhan Omar, at the end of the speech, also states she wants to pursue irredentist claims elsewhere. That is referring to Ethiopia, Tanzania and Kenya which ironically, are currently investing a considerable amount of blood and treasure into fighting Al-Shabaab in Somalia (obviously largely out of self interest so Islamism doesn't spread farther out) and basically keeping the actual Somali government afloat.
As for the comment on a two front War, that's just me being whimsical. Ilhan Omar, AFAIK, supports Palestine and their backers in the Houthis.
