It's a fact of history, winners set the rules and enforce them on the losers.
Look this probably isn’t the thread for this but there has to be agreed upon rules during conflict especially for people in any kind of armed forces to have professional soldiers say rules are for losers is to spit on any kind of civilization we have. I mean even in fist fights in the streets there are usually an understanding of unspoken rules. To break them means the other side has to as well and then it’s a race to the bottom. Then once the fighting is over there’s bad blood on both sides because they both committed unfair and horrible harm.

Also I think we may be speaking past each other a little rules during conflict is a separate thing to the victor making demands for the loser.

I'm okay. The rioting seems to be mostly in Kwa-Zulu Natal and Gauteng - ie the Zulu-populated areas.
Here in the Western Cape we have our own problems, (like an ongoing gang war between rival minibus taxi companies for example) but not the sort of wholesale mass looting reported from those other two provinces.
