U.S. to Aid Ukraine in Countering Bioweapons

The United States and Ukraine agreed yesterday to work jointly to prevent the spread of biological weapons, signing a pact that clears the way for Ukraine's government to receive U.S. aid to improve security at facilities where dangerous microbes are kept.
The agreement, the result of more than a year of negotiations, was announced by Sens. Richard G. Lugar (R-Ind.) and Barack Obama (D-Ill.) during a visit to the Ukrainian capital, Kiev. The senators credited Ukraine's reformist leaders, ushered into power by last fall's Orange Revolution, with breaking bureaucratic resistance to the pact.
One lab to receive funding is the I.I. Mechnikov Antiplague Scientific and Research Institute, in the Black Sea port city of Odessa. The institute was part of a Cold War network of "antiplague" stations that supplied highly lethal pathogens to Soviet bioweapons factories.

"This agreement will allow us to begin addressing the problems faced by the Odessa antiplague institute and places like it," said Mark Helmke, a staff member for the Senate Foreign Relations Committee, which Lugar chairs. Under the pact, the United States will fund security upgrades at key Ukrainian biological institutes and support peaceful research by Ukrainian scientists to fight the spread of natural diseases, Helmke said. The amount of funding has not been determined.
The senators' visit to Russia and Ukraine was disrupted Sunday when local authorities refused to allow the delegation's military plane to leave Perm, a city in Russia's Ural Mountains. The officials demanded that they be allowed to search the plane, then relented after several hours and allowed the aircraft to proceed to Ukraine, a spokesman for Lugar said. Yesterday, Russia's Foreign Ministry formally apologized for the incident.

To improve authorities to address urgent nonproliferation crises and
United States nonproliferation operations.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ``Nunn-Lugar Cooperative Threat
Reduction Act of 2005''.

SEC. 2. FINDINGS.

Congress makes the following findings:
(1) The possession by hostile states or terrorist groups of
nuclear, chemical, and biological weapons of mass destruction
or related materials or means of delivery represents the
greatest threat to the national security of the United States
in the 21st century.
(2) It is the highest priority of the United States to
protect its territory, people, armed forces, allies, and
friends from attacks by dangerous regimes or terrorist groups
using weapons of mass destruction or related materials or means
of delivery.
(3) It is the policy of the United States to ensure and
strengthen verification and compliance with the Treaty on the
Non-proliferation of Nuclear Weapons, done at Washington,
London, and Moscow July 1, 1968, and entered into force March
5, 1970 (commonly known as the ``Nuclear Non-Proliferation
Treaty''), the Convention on the Prohibition of the
Development, Production, Stockpiling and Use of Chemical
Weapons and on Their Destruction, with Annexes, done at Paris
January 13, 1993, and entered into force April 29, 1997
(commonly known as the ``Chemical Weapons Convention''), the
Convention on the Prohibition of the Development, Production
and Stockpiling of Bacteriological (Biological) and Toxin
Weapons and on Their Destruction, done at Washington, London,
and Moscow April 10, 1972, and entered into force March 26,
1975 (commonly known as the ``Biological Weapons Convention''),
the safeguards system of the International Atomic Energy Agency
(IAEA), and the commitments and control lists of the Missile
Technology Control Regime (MTCR), the Australia Group (AG), the
Nuclear Suppliers Group (NSG), and the Wassenaar Arrangement on
Export Controls for Conventional Arms and Dual-Use Goods and
Technologies (WA).
(4) The national security interests of the United States
have been well-served by the enactment of the Soviet Nuclear
Threat Reduction Act of 1991 (title II of Public Law 102-228;
22 U.S.C. 2551 note), (commonly known as the ``Nunn-Lugar
Act''), its successor law, the Cooperative Threat Reduction Act
of 1993 (title XII of Public Law 103-160; 22 U.S.C. 5951 note),
and the Defense Against Weapons of Mass Destruction Act of 1996
(title XIV of Public Law 104-201; 50 U.S.C. 2301 et seq.),
(commonly known as the ``Nunn-Lugar-Domenici Act'').
(5) The Nunn-Lugar Cooperative Threat Reduction program
has, as of January 2005--
(A) deactivated 6,564 nuclear warheads;
(B) destroyed 568 intercontinental ballistic
missiles;
(C) eliminated 477 intercontinental ballistic
missile silos;
(D) destroyed 17 mobile intercontinental ballistic
missile launchers;
(E) eliminated 142 bombers;
(F) destroyed 761 nuclear air-to-surface missiles;
(G) eliminated 420 submarine-launched ballistic
missile launchers;
(H) eliminated 543 submarine-launched ballistic
missiles;
(I) destroyed 28 strategic nuclear submarines; and
(J) sealed 194 nuclear test tunnels or holes.
(6) On February 11, 2004, President George W. Bush called
for the expansion of the Nunn-Lugar Cooperative Threat
Reduction program, stating: ``I propose to expand our efforts
to keep weapons from the Cold War and other dangerous materials
out of the wrong hands. In 1991, Congress passed the Nunn-Lugar
legislation. Senator Lugar had a clear vision, along with
Senator Nunn, about what to do with the old Soviet Union. Under
this program, we're helping former Soviet states find productive
employment for former weapons scientists. We're dismantling,
destroying, and securing weapons and materials left over from the
Soviet WMD arsenal. We have more work to do there.''

SEC. 3. SENSE OF CONGRESS.

It is the sense of Congress that--
(1) all United States capabilities must be utilized to
prevent acts of catastrophic terrorism using weapons of mass
destruction or related materials or means of delivery;
(2) in order to prevent acts of catastrophic terrorism
using weapons of mass destruction or related materials or means
of delivery, the United States must pursue a strategy making
full and effective use of multilateral and bilateral
agreements, missile defense, arms control, threat reduction
assistance, interdiction efforts, export controls, and United
States proliferation sanctions;
(3) the United States must not allow the world's most
dangerous weapons to fall into the hands of dangerous regimes
and terrorist groups;
(4) the United States must hold nations accountable for all
violations of international nonproliferation treaties, norms,
and standards of conduct, and to the extent that it is
consistent with United States law and policy, provide
assistance to ensure that such treaties, norms, and standards
of conduct are upheld rather than violated; and
(5) the President must be provided the authority to use
Nunn-Lugar Cooperative Threat Reduction funds in a manner
consistent with the high value Congress and the President have
placed on Cooperative Threat Reduction programs to reduce the
threat posed to the national security of the United States and
international peace and security by the proliferation of
weapons of mass destruction or related materials or means of
delivery.

SEC. 4. COOPERATIVE THREAT REDUCTION PROGRAMS DEFINED.

In this Act, the term ``Cooperative Threat Reduction programs''
means programs and activities specified in section 1501(b) of the
National Defense Authorization Act for Fiscal Year 1997 (Public Law
104-201; 110 Stat. 2731; 50 U.S.C. 2362 note).

SEC. 5. REPEAL OF RESTRICTIONS.

(a) Soviet Nuclear Threat Reduction Act of 1991.--Section 211(b) of
the Soviet Nuclear Threat Reduction Act of 1991 (title II of Public Law
102-228; 22 U.S.C. 2551 note) is repealed.
(b) Cooperative Threat Reduction Act of 1993.--Section 1203(d) of
the Cooperative Threat Reduction Act of 1993 (title XII of Public Law
103-160; 22 U.S.C. 5952(d)) is repealed.
(c) Russian Chemical Weapons Destruction Facilities.--Section 1305
of the National Defense Authorization Act for Fiscal Year 2000 (Public
Law 106-65; 22 U.S.C. 5952 note) is repealed.

SEC. 6. INAPPLICABILITY OF OTHER RESTRICTIONS.

Section 502 of the Freedom for Russia and Emerging Eurasian
Democracies and Open Markets Support Act of 1992 (Public Law 102-511;
106 Stat. 3338; 22 U.S.C. 5852) shall not apply to any Cooperative
Threat Reduction program.

SEC. 7. EXEMPTION FROM LIMITATIONS.

Cooperative Threat Reduction programs may be carried out
notwithstanding any other provision of law, subject to congressional
notification and reporting requirements that apply to the use of funds
available for Cooperative Threat Reduction programs or the carrying out
of projects or activities under such programs.

SEC. 8. MODIFICATIONS OF AUTHORITY TO USE COOPERATIVE THREAT REDUCTION
PROGRAM FUNDS OUTSIDE THE FORMER SOVIET UNION.

Section 1308 of the National Defense Authorization Act for Fiscal
Year 2004 (Public Law 108-136; 117 Stat. 1662; 22 U.S.C. 5963) is
amended--
(1) by striking ``President'' each place it appears and
inserting ``Secretary of Defense'';
(2) in subsection (a)--
(A) by striking paragraph (2); and
(B) by striking ``each of the following'' and all
that follows through the end and inserting the
following: ``that such project or activity will--
``(1)(A) assist the United States in the resolution of a
critical emerging proliferation threat; or
``(B) permit the United States to take advantage of
opportunities to achieve long-standing nonproliferation goals;
and
``(2) be completed in a short period of time.'';
(3) by striking subsections (c) and (d); and
(4) by redesignating subsection (e) as subsection (c).

SEC. 9. SPECIAL REPORTS ON ADHERENCE TO ARMS CONTROL AGREEMENTS AND
NONPROLIFERATION COMMITMENTS.

(a) Reports Required.--At least annually, the Secretary of State
shall submit to the Committee on Foreign Relations and the Committee on
Appropriations of the Senate and the Committee on International
Relations and the Committee on Appropriations of the House of
Representatives a report on each country in which a Cooperative Threat
Reduction program is being carried out. The report shall describe that
country's commitments to--
(1) making substantial national investments in
infrastructure to secure, safeguard, and destroy weapons of
mass destruction;
(2) forgoing any military modernization exceeding
legitimate defense requirements, including replacement of
weapons of mass destruction;
(3) forgoing any use of fissionable materials or any other
components of deactivated nuclear weapons in a new nuclear
weapons program;
(4) complying with all relevant arms control agreements;
(5) adopting and enforcing national and international
export controls over munitions and dual-use items; and
(6) facilitating the verification by the United States and
international community of that country's adherence to such
commitments.
(b) Form.--The reports required under subsection (a) may be
submitted with the reports required under section 403 of the Arms
Control and Disarmament Act (Public Law 87-297; 22 U.S.C. 2593a).

Leaked audio reveals embarrassing U.S. exchange on Ukraine, EU

WASHINGTON (Reuters) - A conversation between a State Department official and the U.S. ambassador to Ukraine that was posted on YouTube revealed an embarrassing exchange on U.S. strategy for a political transition in that country, including a crude American swipe at the European Union.


The leaked conversation appeared certain to embarrass the United States and seemed designed to bolster charges - from Russia, among others - that the Ukrainian opposition is being manipulated by Washington, which President Barack Obama's administration strenuously disputes.

U.S. accusations that Russia helped publicize the taped conversation also threatened Washington's already tense relationship with Moscow.

The audio clip, which was posted on Tuesday but gained wide circulation on Thursday, appears to show the official, Assistant Secretary of State Victoria Nuland, weighing in on the make-up of the next Ukrainian government.

Nuland is heard telling U.S. Ambassador Geoffrey Pyatt that she doesn't think Vitaly Klitschko, the boxer-turned-politician who is a main opposition leader, should be in a new government.

"So I don't think Klitsch (Klitschko) should go into the government," she said in the recording, which appeared to describe events that occurred in late January. "I don't think it's necessary. I don't think it's a good idea."

Separately on Thursday, a senior Kremlin aide accused the United States of arming Ukrainian "rebels" and warned Russia could intervene to maintain the security of its neighbor.

U.S. officials, while declining to confirm the recording's contents, did not dispute its authenticity.

"I did not say it was not authentic," State Department spokeswoman Jen Psaki said at a news briefing.

Psaki also criticized Russian officials' publicizing of the tape as "a new low in Russian tradecraft" and denied Washington was trying to meddle or engineer a particular outcome in Kiev.

"Absolutely not," she said. "It should be no surprise that U.S. officials talk about issues around the world. Of course we do. That's what diplomats do."

The audio clip was first posted on Twitter by Dmitry Loskutov, an aide to Russian Deputy Prime Minister Dmitry Rogozin, a diplomatic source said.

US-EU TENSIONS ON UKRAINE

The floating of the audio is an ironic turnabout of sorts for the United States, which snooped on the leaders of allied nations, according to classified documents made public by former National Security Agency contractor Edward Snowden.

The audio posted on YouTube, along with a second one that captures a reported conversation between senior EU diplomats, reveal apparent rifts between the United States and EU over how to handle Ukraine.

In the first audio, Nuland and Pyatt are heard discussing strategies to work with the three main opposition figures: Klitschko, Arseny Yatseniuk, former Ukrainian economy minister, and Oleh Tyahnybok, the far-right nationalist opposition leader.

Nuland referred to getting the United Nations involved in a political solution in Kiev.

"So that would be great, I think, to help glue this thing and have the U.N. help glue it and you know ... fuck the EU," she said in the recording, which was accompanied by still pictures of people mentioned in the call.

Pyatt responded: "Exactly. And I think we've got to do something to make it stick together because you can be pretty sure that if it does start to gain altitude, the Russians will be working behind the scenes to try to torpedo it."

Psaki said Nuland had apologized to her EU counterparts for the reported comments.

The date of the conversation was not specified but the events it describes appeared to have taken place in the last days of January.

The second recording, purporting to be a conversation between two EU officials, was posted on the same day from the same YouTube account, which has previously carried video showing protesters in a poor light.

In it, Helga Schmid, deputy to EU foreign policy chief Catherine Ashton, is heard complaining about U.S. criticism that the Europeans are not supporting sanctions on Ukrainian individuals in response to violence against anti-government protests.

"It's very annoying that the Americans are going around criticizing the EU and saying we are too soft," Schmid tells Jan Tombinski, the EU ambassador to Ukraine.

A spokeswoman for Ashton said the EU would not comment on a "leaked alleged" conversation.

The simultaneous release of the recordings appeared designed to both discredit the Western powers' involvement in Ukraine and, possibly, to drive a wedge between Brussels and Washington.

'PUPPETS OF MAIDAN'

Nuland met on Thursday with Ukrainian President Viktor Yanukovich to discuss a solution to anti-government protests that have swept the former Soviet republic since November. They discussed political reform and possible further negotiations between Yanukovich and opposition leaders, his website said.

Yanukovich later flew to Sochi, Russia, where the Winter Olympics are due to open on Friday evening. He was expected to meet there with Russian President Vladimir Putin.

Posted anonymously, the first audio clip was headlined "Puppets of Maidan" - clearly aiming to portray opposition leaders as stooges of the U.S. diplomats, who were discussing how the opposition might take up an offer from Yanukovich to form a government.

"Maidan," the Ukrainian word for "square," serves as the name of the whole protest movement that started in Kiev's central Independence Square in November. Critics of Yanukovich have been occupying the square nonstop ever since.

There was no immediate comment from Moscow, but the recording clearly plays into Russian accusations that the West is meddling in Ukraine. Russia sees Ukraine as being within its sphere of influence and has offered the cash-strapped Kiev a $15 billion bailout to keep it in its orbit.

Protests began when Yanukovich spurned an EU trade agreement last year in pursuit of closer ties with Russia. Protesters have since taken over public buildings and staged mass rallies, sometimes clashing violently with police, in the capital Kiev and other cities.

"I think (Yatseniuk) is the guy who's got the economic experience, the governing experience. What he needs is (Klitschko) and (Tyahnybok) on the outside. He needs to be talking to them four times a week," Nuland said in the recording.

Pyatt suggested Nuland contact Klitschko personally to play to his "top dog" sensibilities.

"I think you reaching out directly to him helps with the personality management among the three and it gives you also a chance to move fast on all this stuff and put us behind it before they all sit down and he explains why he doesn't like it," he said.

March 11 (Reuters) - The World Health Organization advised Ukraine to destroy high-threat pathogens housed in the country's public health laboratories to prevent "any potential spills" that would spread disease among the population, the agency told Reuters.

Like many other countries, Ukraine has public health laboratories researching how to mitigate the threats of dangerous diseases affecting both animals and humans including, most recently, COVID-19. Its labs have received support from the United States, the European Union and the WHO.

Biosecurity experts say Russia's movement of troops into Ukraine and bombardment of its cities have raised the risk of an escape of disease-causing pathogens, should any of those facilities be damaged.

In response to questions from Reuters about its work with Ukraine ahead of and during Russia's invasion, the WHO said in an email on Thursday that it has collaborated with Ukrainian public health labs for several years to promote security practices that help prevent "accidental or deliberate release of pathogens."

"As part of this work, WHO has strongly recommended to the Ministry of Health in Ukraine and other responsible bodies to destroy high-threat pathogens to prevent any potential spills," the WHO, a United Nations agency, said.

The WHO would not say when it had made the recommendation nor did it provide specifics about the kinds of pathogens or toxins housed in Ukraine's laboratories. The agency also did not answer questions about whether its recommendations were followed.

Ukrainian officials in Kyiv and at their embassy in Washington did not respond to requests for comment.

Ukraine's laboratory capabilities have been at the center of a growing information war since Russia began moving troops into Ukraine two weeks ago.

On Friday, Russia called a meeting of the 15-member U.N. Security Council to reassert, without providing evidence, a longstanding claim that Ukraine ran biological weapons laboratories with U.S. Defense Department support. read more

The accusation has been repeatedly denied by Ukraine and the United States, where government officials warn Russia may use it as a pretext to deploy its own chemical or biological weapons.

Izumi Nakamitsu, the U.N. High Representative for Disarmament Affairs, told the Security Council on Friday that the United Nations is "not aware" of any biological weapons program in Ukraine, which joined an international ban on such arms, as has Russia and the United States along with 180 other countries.

U.N. officials have also said the WHO, in its work with Ukraine, is not aware of any activity in the country that would violate international treaties "including on chemical weapons or biological weapons."

The WHO statement to Reuters referred solely to public health laboratories. The agency said it encourages all parties to cooperate in "the safe and secure disposal of any pathogens they come across, and to reach out for technical assistance as needed." It offered to help wherever possible with technical guidance and coordination.

See the thing is, they had to do this sort of shit in Wuhan because it was outlawed for the US to do it; even DARPA said 'nope, too risky'.

Off-shoring anything they cannot legally do in the US is a time-tested tactic of the US gov; remember the CIA blacksites from the War on Terror?

We all remember Unit 731 that was established in Manchukuo, but there were more Japanese labs built in their occupied parts of China proper. Unit Ei 1644, Unit 1855, and Unit 8604, plus several satellite labs that were subordinated to Unit 731.

To make something to be counter you still have to engineer...
You either have to identify the exact modifications the enemy is using, or whatever you come up will be no more useful than a vaccine for wild Typhoid.

Given there have been no deployment of engineered bio-weapons except for accidental releases, the risk of is significantly higher than doing nothing at all.

The smarter thing to do is just have you bio-warfare department train against wild diseases and pumping out public domain vaccines for things that might actually cause harm.

Most of the deadly kill you dead diseases are either pathogens that can survive outside of living beings for a while, such as bacteria that can turn themselves into spores, or are very localized things like Ebola, which is limited by its very deadliness.

That's why the elite panicked and went full media suppression, I think; when anti-malarials and thinks like Ivermectin proved effective treatments/profalacticts, it undermined the justification for the Wu Flu vax emergency use authorizations that depended on no other effective treament being possible to pass muster in court. It's also why they put the liability shield in place, because they knew they could not hide this forever, but could push it all long enough that the damage would mostly already be done by the time it could no longer be hidden.




We are in the timeline where the Aschen made successful contact, and Biden is our Kinsey; they didn't even need an 'anti-aging miracle vax' to pull it off, just '14 Days to Slow the Spread'.

I lost a lot of respect for Breaking Points through this too. At first they were reporting on the IVE thing, but they quickly moved to the "zero evidence" line, which is an outright lie. There is tons of evidence that it worked. There was tons of evidence at the time.

Hell didn't one report have QE2 get Ivermectin when she had Covid? Why would SHE go with a treatment that didn't work?
I personally read 60 different peer reviewed studies that contained evidence that it works.

And since I'm not smart enough to understand all that, I also watched Bret Weinstein, an evolutionary biologist, break it all down.

There was a mountain of evidence all the way back then.

Then you look at areas that used IVE and they had no fucking covid.

This was nothing short of a crime against humanity, with the world wide coordination to stop it and stop people spreading news about it.
