No, he has always been stymied by Congress, specifically, the GOP who are more willing to intimately buddying up to Trump and Putin than doing things like running the country or making the world more stable. People forget that a good majority of the GOP politicians (and their constituents) would easily set the world aflame if it meant that they'd have their WASP-centric 'Utopia' (which isn't a utopia for anyone not part of the WASP 'group'), as I implied/stated in quite a few words in the Dombass thread.
Ukraine support bills have been screwed over by the GOP time and again.
The presidency has limits, limits that are there for good reason. Biden authorized two CBGs into the area just to make sure no one gets 'froggy'. Two. Aircraft Carrier. Battle Groups.
The presidency isn't like a non-constitutional monarchy, there is only so much a person in that position can do.

It's not for Israel, it's for literally everyone else that isn't Egypt (who has been heavily bribed to not attack Israel) or Jordan (who has been defacto-recognizing/actually recognizing Israel for decades).
