NHI is the term used by some law enforcement agencies to denote a situation where no human beings are involved. For example, a public disturbance that turns out to have been a fight between two dogs or a situation where a venomous snake is loose somewhere it might threaten humans but isn't currently doing so. A good example of an NHI was where a King Cobra escaped from its cage at a New York zoo and was loose in the reptile house. Until caught, it was a serious threat to the other reptiles there but there were no humans present so it was NHI. If a human had got into the reptile house, then it would have been a much more serious situation.
In this case, O'Rourke is so much of an idiot that his identity as a human being is allegedly open to question. Hence his campaign can be described as NHI. He is very unpopular with law enforcement and his own security people. NHI incidents tend not to be taken that seriously and nor was O'Rourke.
Before anybody asks, the King Cobra was found, caught and safely returned to his cage.
