Standard is NATO wouldn't allow Ukraine to join unless the Crimea (and potentially the Donbass things) are resolved because NATO doesn't include countries with ongoing territorial disputes for the very reason Putin has brought up.

The additional bridges make sense though. If you’re gonna ford a river crossing, you want as many multiple lanes as possible, circumstances permitting. Just one bridge runs too much risk of a potential bottleneck especially if it gets blown. Also allows you to shove additional armored columns across the river faster.
