But basically the way the current sanctions laws are done I feel is an overreach of government power(which is funny as many conservatives will laud the virtue of small government and pro federalism and anti unitary government yet ignore actual liberty interests) anyway I don't think an American should be penalized if they bought a cuban cigar.

But this is beyond that, the law does not prohibit Americans from travelling to Russia, the government should not be allowed to "shadow ban" certain actions. If you go to another country you need to buy food, water, transport, etc. that means you need to go to a money changer and switch your dollars to local currency.
Sanctions on the rubles are a "sneaky" way to get around the fact that the government hasn't banned travel to a country yet in effect they actually are. No government should not have the right to indirectly ban actions. It can directly ban something but not this shadow ban bullshit.

It's not an abuse of power to hold Tucker liable for sanctions violations when he decides to go to a nation under heavy sanctions and engage with not only it's leader but it's local economy as well.

The fact the main issue is whether Tucker Carlson should be arrested for a mild illegal act like smuggling bread from Russia seems pretty prosaic. I was actually assuming they'd be arguing even if they both basically agreed on the law which would've been more hilarious.

I'm pretty damn sure that if he gets charged with something, it won't be for going to first random money exchange and buying some rubles like any ordinary person would (which seems to be the random ass guess based strawman you are clobbering so hard).
But what we know little of, the man had business dealings with Russian state owned entities in the past, and we have no idea how this interview was set up legally, but more likely than not there was some sort of contract, and that might be something going against the sanctions.
And if he doesn't get charged, in that case it's just yet another case of journos making a bullshit story.
