I think you're interpreting that phrase wrong. At least it feels that way.

As for the 'anywhere' bit. The interviewer better have their crap together if they interview is conducted in a foreign country where the idea of a free press is pretty much laughed at.
On a different note, what are the odds that some random alphabet-agency is going to try and seize Tucker Carlson's interview before he has a chance to edit and post it?
