Let me be absolutely clear: I'm not arguing that they're being unfairly punished. I am only saying that it is factually a lesser offense than "true" murder, amplified to a murder charge by the felony murder rule.

I'm not going to be too worried about the plea deal until I know what it is. A lot of people are offered plea deals because it saves the state resources it desperately needs instead of waiting months for a trial in court. If it's still a significant punishment (with the allowance that the criminals are minors), I'll be fine.

See, this is the problem with regulation. The solution given was better than what was there, and perfect is the enemy of the good. By having so many standards, it raises the cost to fix problems, which then don't get fixed because resources are finite. This is why infrastructure never gets built in the US.Per the article, Astl's makeshift steps were not level, did not have a proper safety railing, and had no foundation. Those are pretty valid reasons for not considering them acceptable, and the professionally built ones that replaced them did not have those significant flaws.
