I've heard a lot of people who should know about such things say that Russia is using way less artillery and rockets than is called for in Russian doctrine and way less than they used in Georgia in 2008 or Ukraine in 2014. The usual Russian warfare style is effective, but tends to produce high civilian casualties if there are many in the area of combat. Not something you want in an area you intend to keep long term, so Putin may have wanted to try a different approach.
