Only thing I see here as an illegitimate target is the EU mission, since all the power plants and SBU facilities are legitimate war tsegets.
A lot of Ukraine's rail infrastructure relies on electric power, so taking those out is an attack on their war-making ability.
Then again, a certain Chinese Embassy can testify about the problem of inaccuracy in warfare.
Deal with it.

They can not repair the Kerch bridge fast enough to support convoys of trucks.

Not to excuse the Russians, but I do doubt they were aiming for a playground. It's more probable they were firing them into dense population centers and that's where it landed.
